Public Private Partnership candidates selected
The McGill University Health Centre’s (MUHC) redevelopment project is on a solid path forward with the selection of two consortia as candidates for the private-sector partner in the Public Private Partnership (PPP) that will create the Glen campus. They are Groupe immobilier santé McGill and Partenariat CUSM, both award-winning organizations that boast local and international membership. The private partner that is ultimately selected will be responsible for the design, construction, financing, maintenance and capital renewal of the adult and pediatric centres on the Glen campus, as well as the ambulatory care, research and parking facilities. The private partner will also assume the responsibilities for facilities management over a 30-year operating period. To help guide the MUHC through this rigorous selection process, the hospital has hired a PPP health care expert to represent the interests of the MUHC through to the completion of the project, which includes ensuring that the private partner meets all contractual obligations.
In addition, the MUHC received government approval for its clinical plan, which details what the new facilities on the Glen and Mountain campuses will contain. The MUHC’s functional and technical program, alongside its year-1 budget, has also received a governmental green light. These latest approvals have allowed the hospital to begin work on a comprehensive document that details its spatial, technical and operational needs. The selected consortia will use this document to make sure that the proposals meet the MUHC’s criteria.
The redevelopment of the Mountain campus is also advancing through the provision of funding by the government to establish the Redevelopment Project Office. This office, comprising master engineers, master architects and a team of professionals from the MUHC’s project management firm, will manage the redevelopment of the Mountain campus.

PPP timeline
- October 2007: Submissions received for the MUHC’s Request for Qualification. Consortia selected as candidates for the private-sector partnership.
- November 2007: Official signing of the Entente-Cadre related to the access plan and infrastructure work between the MUHC and the City of Montreal.
- February 2008: Request for proposals issued to private-sector partner candidates.
- September 2008: Proposals submitted by private-sector partner candidates.
- December 2008: Selection and announcement of the private-sector partner.
- February 2009: Signing of the partnership agreement and financial closing. Construction begins.
